1.1 Under this Scheme, the ICSSR provides financial assistance to social scientists who intend to visit abroad for the purposes of Data Collection or consulting Archival Material in connection with their research work.
1.2 This Scheme is aimed at providing financial assistance only for cases where data collection abroad is fully justified in the approved original proposal of the research study under which this assistance is sought.
1.3 The nature of fieldwork which cannot be supported under the grant would cover visits to specialized institutions holding data/documentation or small scoping surveys. The grants under this head would not ordinarily be considered for regular fieldwork in international locations which should be funded through research projects meant specifically for the purpose.
2. Eligibility for Assistance
2.1 Faculty members in universities/colleges recognized by UGC, publicly funded research institutes or ICSSR funded/recognized institutes having a Ph.D will be eligible to apply for the grants.
2.2 Ph.D. scholars in the advanced stage of their research, who fulfil other criteria in these guidelines will also be eligible to apply.
2.3 Only those applications will be considered for assistance under the scheme who have –
a) written letter from the libraries/archives/institutions, etc. stating availability of the desired data and permission to access it;
b) finalized schedules of primary data collection including fixed appointment with the desired persons/institutions/local anchors.
c) preference will be given to applicants having proficiency in the native language of the country of visit.
2.4 Applications for the second award will be entertained only after a gap of five years period.
2.5 Financial Assistance under the Scheme is available to a scholar only twice, in his/her lifetime, from ICSSR.
3. How to Apply
3.1 All applications for financial assistance have to be made on the prescribed application form for Financial Assistance for Data Collection Abroad as attached with these guidelines, along with all the following annexures and enclosures as required under the application form:-
Annexure I : Abstract of proposal for Data Collection Abroad
Annexure II : Brief Academic C.V. of applicant
Annexure III : Approved original Proposal /Synopsis where data collection
abroad is fully justified under which this assistance is sought.
Annexure IV : Duly attested SC/ST/PWD, if applicable.
Annexure V : Written letter from the libraries/archives/institutions, etc.

Annexure VI: Finalized schedules of primary data collection including fixed appointment with the desired persons/institutions/local anchors.
Annexure VII (a): Format for forwarding of application through the institution concerned.
(b) A statement from scholar clearly specifying the stage of research work duly endorsed by the Ph.D supervisor.
3.2 All application forms have to be submitted in soft copy either through email or online as the case may be, and subsequently a hard copy of the application along with annexures and enclosure is also required to be sent, which must be duly forwarded on the prescribed format with signatures of the Supervisor and Registrar of the University/Director of the Research Institution.
3.3 Applications for financial assistance under the Scheme are entertained throughout the year. However, it is expected that the applications should be submitted at least three and half month before the schedule plan of visit.
3.4 Incomplete applications and those not duly forwarded will not be entertained.
4. Duration and Quantum of Financial Assistance
4.1 The visit under this Scheme should not be for more than one month duration.
4.2 The total expenditure on the foreign visit including airfare, visa fee, travel insurance, internal travel in India (if any), maintenance, internal travel in the country of visit, etc. should not normally exceed Rs.3 lakhs.
5. Procedure of Award
5.1 All applications received under the Scheme are subject to scrutiny and evaluation by a Committee of Experts.
5.2 The Committee members would base their recommendation on their evaluation of the quality of the research papers and the data collection is required if their work is in the advance stage of research.
5.3 In recommending the grant of support, the Committee may give preference to scholars from educationally backward regions and scholars who are Person with Disability (PWD). However, there is an earmarked component for SC/ST scholars. Established and well known scholars could also be given preference if such research is likely to have an important impact on an area of knowledge or was otherwise considered important.
5.4 The recommendations of the Committee of Experts are placed before the Research Committee for final decision.
5.5 The amount sanctioned towards maintenance will be released before commencement of the visit on submission of the copy of passport, visa procured, ticket and an undertaking.
5.6 The expenditure on airfare, visa fee, travel insurance, internal travel in India the country of visit will be released on submission of the boarding pass, ticket, detailed report on the work done and statement of expenditure on completion of the visit.
6. General Conditions
6.1 The visit approved during any financial year will not be kept in abeyance for the next financial year. The departure of the scholar must take place before 31st March of the respective financial year. In case, a scholar fails to utilize the assistance approved, for one reason or the other, he/she will have to apply afresh during the next financial year.
6.2 The funds will be released only after the Government of India clearance, if necessary.
6.3 Any unspent balance must be refunded to the ICSSR.
