• During the period under report, the following activities were carried out:

India-France CEP

The ICSSR and the Maison Des Sciences de L’Homme, Paris has collaborative relations in the field of social sciences under the India-France Cultural Exchange Programme. Exchange of scholars, joint seminars, and joint publications are major activities. Under this programme, following activities were undertaken:

• Dr (Mrs) Francoise Dasques, 11, Rue Saulnier, 75009 Paris, France visited India for a duration of six weeks starting from 1 February 2008 in connection with her research work on ‘Evolution of French Architectural Models During the Nineteenth Century: A Comparative Study Between India and Mexico’.
• Professor Bernard Faure, MSH, Paris visited India for a duration of one month starting from 21 February 2008 in connection with his research work on ‘Influence of Indian Mythology and Ritual on Medieval Japanese Buddhism’.
• Dr (Mrs) Lucy Baugnet, Faculty of Philosophy, Human and Social Sciences, University of Picardie, “Jules Verne”, France visited India for a duration of one month starting from 13 February 2008 in connection with her research work on ‘(i) Indo-French Perspectives on Local Government and Democracy, (ii) Cross-Cultural research on Attitudes and Social Representations towards Globalistion and (iii) Crossing Cultural Codes, Syncretism and Innovation’.
• Professor (Mrs) Sonia Dayan Herzbrun, University of Paris 7, Paris, France visited India from 3 to 16 March 2008 in connection with her research work on ‘Gender and Citizenship in Postcolony’.
• Dr Dominique Fougeyrollas-Schwebel, Charge de recherché, CNRS en sociologie, IRISES (Institute de recherche interdisciplinaire en sociologie, economie et science politique), UMR 7170 DU CNRS, University Paris-Dauphine, France visited India from 3 to 16 March 2008 in connection with her research work on ‘Gender and Citizenship in Postcolony’.

 

Indo-French Joint Advisory Committee (JAC)

The Indo-French Joint Advisory Committee (JAC) meeting was held from 7 to 8 January 2008 in Paris to review the programme, consider proposals under the exchange of scholars, joint seminars etc. Prof. S.K. Thorat, Chairman, UGC, Prof. Sabyasachi Bhattacharya, Chairman, ICHR, Prof. K. Ramakrishna Rao, Chairman, ICPR and Prof. T.C.A. Anant, Member-Secretary, and Dr K.N. Jehangir, Dy. Director from ICSSR and Prof. France Bhattahcarya from MSH, Paris attended the meeting.

The Committee considered the proposals of each organisation in respect of exchange of scholars, seminar proposals and policy related issues.

ICSSR-NWO Collaboration

Professor T.C.A. Anant, Member-Secretary, ICSSR and Dr K.N. Jehangir, Deputy Director (IC), New Delhi visited Hague, The Netherlands from 9 to 11 January 2008 to meet and discuss with officials of NWO, MaGw, WOTRO to initiate the implementation of activities of the ICSSR-NWO joint programme.

ICSSR-UNU/WIDER PROGRAMME

• ICSSR and UNU/WIDER, Helsinki, had initiated a joint project on ‘Hunger and Food-Security’ in association with FAO, Rome. As an outcome of this project, the following two volumes have been published:
• Volume: Food Insecurity, Vulnerability and Human Rights Failure,Palgrave-Macmillan, UK
• Volume: Food-Security: Indicators, Measurement and the Impact of Trade Openness, Oxford University Press (OUP), UK
• Professor Shabd S Acharya, Honorary Professor, Institute of Development Studies (IDS), Jaipur and Professor Basudev Guha-Khasnobis, Research Associate, UNU-WIDER, Helsinki were the editors of the volumes.
• A book release function of the two edited volumes was held on 22 January 2008 in New Delhi. The volumes were released by Professor Deepak Nayyar, Chairman, Governing Board, UNU/WIDER, Helsinki. Professor André Béteille, Chairman, ICSSR presided over the function.

ICSSR-ESRC JOINT PROGRAMME

• A seven-member delegation from Economic and Social Science Research Council (ESRC), London, UK led by Dr Glyn Davies, Director of Policy & Resources and Deputy Chief Executive visited ICSSR from 13 to 14 December 2007 to participate in the joint meeting and to finalise the MOU between the two organisations.
• ICSSR and ESRC (UK) has now signed an agreement for collaboration in social sciences. The activities to be undertaken are exchange of scholars, joint projects and joint seminars. The programme is now being initiated from April 2008.

India-Russia Programme

In pursuance of the Cultural Exchange Programme signed between the two countries for the years 2007-2009 signed on 25 January 2007 in New Delhi, the Indian Council of Social Science Research (ICSSR), which is one of the implementing agencies of India-Russia Cultural Exchange Programme, organised a Round Table workshop on Russia and India: Ethics of Non-violence in the Globalization Epoch. As a part of the celebration of the Year of Russia in India the above Round Table workshop was organised in collaboration with the Russian Academy of Sciences (RAS), Moscow, Indian Council of Social Science Research, New Delhi and Indian Council of Philosophical Research, New Delhi from 17 to 18 March 2008. In this Round Table the following scholars participated and contributed papers.

Library Membership

• The library has at present 80 annual members. During the quarter, 10 scholars took annual membership. Four scholars became borrowing members.

Automatic Circulation System

• The circulation record shows that 85 books were issued/returned by the ICSSR staff.

Study Tour

• Fifteen students of M L Isc from Karnataka University, Dharwad visited the library on 12 January 2008 in order to have the first hand experience of the technology used in the library. They also observed the working of different units of the library and documentation centre.
• Acquisition of Books/Theses/Periodicals
• The library acquired 327 documents that include books, theses, research project reports etc. During the quarter, eight theses were acquired. NASSDOC received 570 issues of periodicals through subscription/exchange/gratis. In addition, nineteen daily newspapers were regularly subscribed, were duly received and extensively used by the readers.
• Bibliography on Demand/Literature Search Service
• During the quarter, thirty short bibliographies on specific themes/topics were compiled and supplied to scholars on demand. In addition, 36 themes specific literature search were conducted on request from scholars and institutions.

Photocopying Service

• As many as 32,744 pages of photocopies were supplied on request to scholars for their academic work and 41,306 photocopies were made for official use.

• During the period under report 14 scholars availed this grant.

Book Review

State Level Public Enterprises in Sikkim Policy and Planning

• The study on State Level Public Enterprises in Sikkim by RK Sharma & J. Kiranmai takes a close view of the working of twenty two State Level Public Enterprises (SLPEs) in Sikkim with an investment of Rs.726,06 crores as on March 21, 2004. Most of these SLPs have been organized as Govt. Companies. Manufacturing enterprises are the largest group among the SLPEs followed by trade and service, utility welfare and promotional enterprises. Half of the SLPEs are operating in a competitive market while the rest in a non–competitive environment. Though the number of manufacturing enterprises is the largest, utility SLPEs claim 85% of the total investment. The financial performance of the SLPEs is poor in that most of them are in red and has accumulated significant loses leading to capital erosion.
• The overall findings of the study are: the social purpose of SLPEs is very low; departmental enterprises have claimed a major chunk of investment; their wage cost is very high; there are hardly any R&D facilities in the enterprises; the investments in the SLPEs cost the state government heavily, to the tune of Rs.190.52 crores in 2003-04; strengths of the SLPEs are far less than their weaknesses; and most of the enterprises have not formulated any performance improvement plans.
• The Government of Sikkim has attempted to restructure the SLPEs and laid down the policy guideline for their disinvestment/privatization. It has proposed to privatise/disinvest all non-strategic SLEPs taking into consideration the criteria to ascertain whether or not an enterprise is strategic in nature. Examining the restructuring model adopted by the Government of Sikkim, the study has found that there is a vast scope for policy and managerial reforms for the SLPEs that would be retained as public enterprises in the medium and long term.
• The study has suggested that for effective restructuring for privatisation, disinvestment and retention, apart from political commitment, some legal accounting and financial requirements have to be met.
• Having examined the working of the SLPEs in depth, the study has recommended a large number of concrete measures in order to unlock the value hidden in the SLPEs. It has also recommended a detailed scheme towards optimal performance through internal management action. The study has worked out the requirement of Rs.222.03 crore (comprising Rs.236.98 crore of gross restructuring cost minus 24.96 crore of restructuring cost of enterprise to be privatised/wound up plus 10 crore as the macro restructuring fund to be kept at the disposal of the Director of SLPEs) for SLPE reforms.
• In short, the study has, on the basis of a close examination of the 22 SLPEs working in Sikkim, have designed an action plan for each of the enterprises for appropriate restructuring, privatization or winding up as the case may be. A detailed and highly disaggregated study of this type would serve as a significant aid for initiating action plan by the Government of Sikkim. The data base for studying state level enterprises is usually not available.
• It is credit worthy that the authors could gather the required data for close examination of the working of SLPEs in Sikkim. What is more, they have been able to design a very persuasive and convincing scheme for the reform of State Level Public Enterprise of Sikkim. The study has not only suggested the mode of restructuring but also designed an action plan within a time frame at the micro level. The Government of Sikkim is expected to find this study very useful for carrying forward its restructuring programme.

Lecture Series

During the period under report the Regional Centre arranged the following lecture:

‘The Problem of Violence and Terror: A Gandhian Response’, by Professor N. Radhakrishnan on 3 March 2008

Violence and terror have made deep inroads in all spheres of our life and unless serious efforts are taken to tame these two monsters they will destroy all humanity said Professor N. Radhakrishnan, Chairman, Indian Council of Gandhian Studies, New Delhi. Instead of accepting violence and terror as facts of life what we should do is to identify the factors and structures of violence in our personal and public life. Terrorism has become a global phenomena but can we remain silent by telling so? It has come knocking our doors and India is threatened by both external and internal in engineered terrorism. Violence can not be the answer to quell violence. Non violent alternatives have to be sharpened and an all out efforts involving educational social, political and economic institutions are to be brought into a collective efforts to keep both violence and terror under control. Gandhi demonstrated the power of non violence and instead of telling non violence has no relevance in the globalised context , we should explore the infinite power of every individual to non-violent change, urged Professor N. Radhakrishnan

Professor Ashvini Agrawal, Chairman, Department of Ancient Indian History Culture & Archaeology and former Dean Arts Faculty, Panjab University, in his presidential remarks observed that Gandhi is more relevant in the present violent world. While fully supporting the views of Professor N. Radhakrishnan about Gandhian approach to resolve the conflicts. He asked the youth of India to follow the path of Gandhian non-violence and the starting point should come from within and what Gandhi had seen in his enemy as his friend, they should also consider their enemy as their friends and only then they will be able to change their inner-self.

Shri P.K. Saini, Director (In-charge) while proposing vote of thanks said that we are today faced with the scour-age of terrorism fueled by religious, political and ethnic conflict. In many parts of the globe, societies are in discord, nations are at war, human security at risk. In many cases violence is the cry of oppressed and exploited. It is a sad reality that in many instances violence has to be resorted to be in order to be heard. We have to understand the causes of conflict. Violence provides no solution. It leads to untold suffering and atrocities. Mahatma Gandhi was against the idea that violence is the only answer to violence. Once he remarked “An Eye for an Eye only ends up making the whole world blind” The challenge before us is to find creative inspiration that how we can curb the violence. The lecture was followed by a lively discussion in which teachers, students and research scholars participated actively.

• The Centre organised a five-day training programme on ‘Research Methodology in Social Sciences’ at M.D. University, Rohtak from 24 to 28 March 2008.

Library

• During the quarter, two books, five sets of seminar paper and six research papers/occasional papers were received in the library.

Seminar-cum-Guest House Complex

• The facilities of the seminar halls in the complex were provided to 61 Departments of Panjab University and Punjab, Haryana, U.T. of Chandigarh and Central Government departments for holding seminars /conferences/workshops etc.
• The guest-house of the complex continued to provide accommodation to research scholars and social scientists coming to Chandigarh for their research and other academic purposes. During the period under report 396 scholars have availed the accommodation facilities.

Development Convention

• VII Development Convention on ‘Rethinking India’s Growth Strategy: Services vs Manufacturing’ was held from 20 to 22 February 2008 with the primary objective to analyse the problems pertaining to development issues of India in general and southern states in particular and to bring forth the dynamism of the services and manufacturing sectors in the context of the growing Indian economy. Papers address the larger issues of (a) Growth strategies-old, new economy models (b) Sectoral shifts and emerging challenges, (c) Productivity trends across sectors (IT, Biotech, Pharma, etc) (d) Reform process and its impact (c) International issues- trade and foreign capital; CAC; WTO & IPR; (d) Issues in Public finance and (e) Social issues - poverty, unemployment, inequality, rural indebtedness, health, etc. The convention attempts to be a platform for industry- academia interface to bring forth the future implications of these developments in transforming Papers in related areas of Management- HRM, Marketing, Finance, Production, Entrepreneurship, Strategy, etc, which contribute to the main theme were also presented.
• The consensus of the entire proceedings and papers was summed up as follows the growth strategy that the country has been pursuing is broadly on the right track in so far as it goes. Looking ahead, it should be stated that it is no longer advisable to look at services versus manufacturing sector, while analysing India's growth strategy. What is relevant is the focus should be on manufacturing and services, along with acceleration in agricultural growth. Growth of agriculture and manufacturing sectors needs to be substantially improved, while continuing to avail of the advantages the country possesses in the contribution of the service sector, in particular in IT and a few other segments. Segments even within the service sector where growth has not be been up to our expectations, needs to be focused upon.
• There is need to supplement the growth strategies by a strong public sector involvement that focuses on education and health, in relation to the needs of the emerging areas in the post-reforms era, and the need for a consciously implementing strategies for inclusiveness in every sphere of socio-economic activity, to improve the human development indices, and capacity building for facing the challenges of shortage of skills, and social security measures in the coming years. Building up of appropriate world class infrastructure, nurturing of a, better and corruption free governance, and working for a more caring society, by paying special attention to inclusiveness in all socio-economic spheres, are to be given priority in the reformulated strategies. I would like to mention that our deliberations will go a long way in crystallizing the thinking and programme of action for the future. Many eminent policy makers, public enterprise CEOs, captains of private sector, researchers and teachers from all over India attended the Convention.

Academic Activities

• Two-day NFHS-3 data user’s workshop was jointly organised by PRC, ISEC
• and IIPS, Mumbai from 3 to 4 January 2008. The major objective of the workshop was to acquaint the researchers with NFHS-3 data and to facilitate further analysis of the data. Through this workshop, participants were introduced to the NFHS-3 data files, their management and generation of selected indicators on population, health and nutrition. A total of 31 members representing various academic, governmental and non-governmental organisations of the four southern states participated in the workshop.
• The Founder’s Day of the Institute was celebrated on 20 January 2008.

Outreach Activity by CHRD

• The CHRD in collaboration with State Project Office, SSA Mission/ GoK
• organised a two-day state level workshop for ‘Developing Handbook on Research & Evaluation within SSA Framework’ from 6 to 7 March 2008. The aim of the workshop was to familiarise the officials at the state, district and sub-district levels to identify key research issues, research design and techniques to undertake suitable studies relating to access, quality, monitoring & supervision and community involvement under SSA framework. There were altogether 32 participants in the workshop which included key resource persons in the field of Education, the State Project Officers, SSA Mission, Deputy Directors of Public Instruction, DIET Principals & faculty, officers from the DSERT, Block Resource and Cluster Resource Persons.
• The Centre for Ecological Economics and Natural Resources of the
• Institute in cooperation with the State Planning Board of Government of Karnataka organised one-day seminar on ‘Water Resources in Karnataka: Emerging Challenges and Options’ on 25 March 2008 at Bangalore. The participants of the seminar were principal secretaries/secretaries/heads of concerned departments, academicians, NGOs, user groups and other stakeholders in the water sector.
• The Institute organised a two-day national seminar on ‘Globalisation
• and the Management of Vulnerabilities’ from 26 to 27 March 2008. The seminar was expected to contribute to the ongoing debate on globalisation. While there is some minimum consensus that globalisation has exacerbated inequalities within and among nations, the exact nature of this relationship and its wider implications remain little explored, inadequately systematised and theorized. The seminar sought to address some of these gaps.
• A two-day national seminar on ‘Micro Finance Needs of Vulnerable Groups’, organised at ISEC from 11 to 12 March 2008. In all, 47 persons representing the government, academic institutions, banks, NGOs and donors attended the seminar.
• International Round Table jointly organised by the ISEC, the Commonwealth Secretariat, London, the Commonwealth Foundation, London and the Commonwealth of Learning, Vancouver on ‘Indicators of School Quality: Towards Gender-Friendly Schooling Environment’, from 26 to 29 March 2008 The objectives of the Round Table were to develop indicators of school quality which can be used by School Management Committees/Boards and Communities. Professor U R Ananthamurthy released the Commonwealth Foundation Report Girls’ Education: A Foundation for Development, on 28 March 2008. Forty delegates, of whom 20 from South Asian countries, 10 from outside South Asia and 10 from Bangalore and nearby places participated.

Inter Disciplinary Research Methodology Workshop on Environment, Sustainable Development and Human Well-Being on 18-20 February 2008

Given the complexity and uncertainty in the relationship between environment-economy-human wellbeing, any change in the quantity and the quality of environment can affect the economy and human wellbeing in a non-linear way. The nature of the impact can be either positive or negative depending on the direction of the change that is multidimensional in nature. The extent of the environmental impact on the economy and wellbeing may be realised either at micro level or at macro level and sometimes, the micro level change will have its own cascading effect on the macroeconomy and vice versa, ultimately exerting influence on the human wellbeing. Understanding this influence is a complex issue and the social science disciplines need to address collectively. Therefore, the welfare implications of environmental sustainability need to be understood from a broader inter-disciplinary framework, with the change in the environmental and ecological resource base as the central focus of the inquiry. Within this broader framework, the papers presented in this IDRM workshop focus on three major themes embedded in environment-economy-human wellbeing, namely, issues related to macroeconomics of environment and human wellbeing, issues of non-market economic valuation and economic behavior and issues involved in institutions for formulating efficient environmental policies for sustaining the human wellbeing. In all 17 participants and 10 resource persons including guides attended the workshop. Selected 12 papers were published in a book format entitled Environment, Sustainable Development and Human Well-Being.

A Workshop in Transformative Learning on 28 March 2008

• The discourse and practice of development are at cross roads now and contemporary processes of transformations challenge us to find new ways of understanding and nurturing development as manifold processes of human flourishing, well-being of all and planetary realisations. Conference

The 38th Conference of Gujarat Economic Association was held at the Institute. Dr T. Haque, Chairman, Commission of Agricultural Costs and Prices, Government of India, inaugurated the conference. He suggested that Rs.10000 crore plan to give homestead land could eliminate poverty because it would give resources to poor rural households to also participate with tree crops, horticulture and animal husbandry. He pointed out that the current rate of investment in agriculture at 12%, rising from 8% earlier has raised the growth rate of agriculture from less than 2% annual to 3%, but would need to raise to 16% to achieve a 4% rate. Coordinated efforts were needed for technology spread and credit. Tariff and trade policies were against agriculture, he said giving examples from basmati rice, oil seeds and plantation crops. Dr Nilaben Oza, former Vice Chancellor of Bhavnagar University, gave the Presidential address on The Knowledge Economy.
