The Indian Council of Social Science Research (ICSSR) is an autonomous body under the Ministry of Education, Government of India. It receives 100 per cent grant-in-aid from Ministry of Education for its various research programmes and activities.
The Finance Division of the ICSSR plays a significant role in providing timely guidance on all financial matters like Planning, Administration, Monitoring, Management and Disbursement of funds. It provides prompt and effective assistance in examining all proposals with regard to financial involvement, audited statements, utilization certificate etc. received from various programmes/ divisions.
1. Functions:-
- Disbursement of Pay & Allowances, Pension, Payment of advances and bills in r/o Staff, Pensioners, Contractors etc.
- Receipt and Disbursement of grants received from Ministry of Education to various schemes/projects as per directions of the Sanctioning Authorities.
- Booking of Expenditure and its disbursement through PFMS-EAT Modules/TSA system.
- Compilation and preparation of Budget Estimates, Revised Estimates, Financial Statements and related correspondence with the Ministry.
- Compilation and preparation of Annual Accounts including Regional Centres, Various Projects, Guest House, Provident Fund etc. and maintenance of broad sheet in r/o Staff Advance/GPF/CPF/NPS etc.
- Deduction of TDS and filling of returns thereof. Issue of TDS Form – 16 & 16A.
- Deduction of TDS on GST and filling of returns.
- Investment of PF Funds, if any, as per the Govt. guidelines.
- Coordination with C&AG Audit/Internal Audit by Ministry of Education and compliance of pending audit paras.
- Remittances of subscription fee in foreign currency.
- To advise Council authorities on the financial matters.

It may be observed from the above table that the ICSSR grant has been increased significantly from Rs.157.46 crores in 2018-19 to Rs.238.81 crores in the year 2023-24 and its expenditure has also increased proportionately. It would therefore be inferred that the ICSSR has been giving due importance to the Research Programmes as well as supporting Research Institutes adequately.
